In the article the author researches problems of modernization of the country and the related processes of agricultural collectivization and raskulachivanie (the peasantry dispossession of “kulaks” – wealthy peasans), which have caused the necessity of planned resettlement of manpower to East Siberia. He uses office work materials, oral memoirs of participants, party and government documents.
