Abstract

The opinion is that Public relations had formed in the USA in the 1930s and only appeared in Russia in the 1990s along with market economy and democracy. This opinion is only partially correct. Public relations as art and science formed in the USA indeed. However building communications between the authorities and public (Government relations) is traditionally considered to be the communicative function of any state organ. A public event or campaign is often used as a message going through a communication channel.

In the 1930s in the USSR Joseph Stalin was building his regime byrepressions, accusing his opponents in political crimes. But his regime needed a more solid reason. That’s why Stalin ideologists used the centennial anniversary of Aleksander Pushkin’s death. During the commemoration campaign, the doctrine of world revolution was replaced by the doctrine of bulding socialism in a single country, which served as the ideological foundation of the Red Empire.
