The article is based on the analysis of materials from domestic and foreign archives, it considers the views of V.M. Chernov – the known figure in the world and Russian socialist movement, the leader of the Socialist-Revolutionaries, the ideologist of neopopulism on modernization of the country during an era of "Stalin’s socialism."
