Abstract
Applied mechanics as such appeared in Russia in the twenties XIX century in Higher Technical School, namely at the Institute of the Engineers Railways Corps P. P. Melnikov, the outstanding statesman, professor, the honorary member of St. Petersburg Academy of Science, the minister of railways, the aurthor of the project and the builder of the first railway in Russia: St. Petersburg - Moscow, the founder of the first perspective general railway in Russia, played an important role in all these developments.
