Abstract

The problem of the study is the need to solve the contradictions between the growing number of migrants in the recipient region affecting the socio-economic situation intensity and the absence of a science based system necessary to manage the incoming migration flows efficiently (on the example of the Omsk region).

The purpose of the study is to develop a system of efficient migration processes management, it should be based on the analysis and forecasting of the socio-economic situation development in the region by means of cognitive modeling.

The following research methods have been used: questionnaire, expert assessment and cognitive modeling.

Some control factors having the most significant influence on the intensity level of socio-economic situation caused by the incoming migration flows have been identified and a cognitive model has been designed during the course of the study using the results of the questionnaire and expert evaluation analysis.

A series of simulation experiments has been carried out using the developed model; it enabled us to predict the target factor changes i.e. the intensity level in the socio-economic situation as a generalized characteristic reflecting the contradictions of the local population and migrants interests depending on the degree of its impact on the control factors.

Some proposals for the efficient management of the socio-economic situation intensity taking into account the incoming migration flows impact have been formulated. The results of the study can be used in the socio-economic situation analysis and forecast depending on the incoming migration flows in the recipient countries or regions.
