Modern model of regulation of genomic and other scientific research

Abstract


In the context of the development of modern technologies, the further search for new regulators seems especially relevant, since sometimes the law is not fully capable of influencing some types of social relations. There is a difficulty in choosing a social nom in a specific situation, which necessitates the appropriate scientific advice. However, in the legal literature there was no consensus even on the correlation of law and morality. Accordingly, the question arises of the extent of application of legal norms that do not coincide with moral values. It should be recognized that moral standards, in comparison with legal standards, are more effective in some situations.It seems that in modern conditions of development of scientific achievements it is advisable to develop a qualitatively new model of regulation of public relations, using the advantages of different regulators. The article proposes a new version of the regulation of public relations, which can be called modular. It is characterized by the convergence of all regulators, the vector direction of influence on social relations and other features and is able to more efficiently solve problems in some areas of scientific and other life, which will overcome stereotypes and shortcomings of legal regulation. First of all, modular regulation is applicable to genomic and other scientific research, which is the subject of this article.
